Office 365 update failure. Error Code 404-28

We are running Office 365 -2013 running on several thousand PCs.

In June of 2015 we changed the method by which Office updates from going to Microsoft to get the updates, to using one of our public facing http sites.

To implement this change we simply added  this reg key.

This worked quite well up until a month or so ago then it stopped working. I've been unable to determine precisely when it stopped, but none of my clients are able to update any longer.

Office 365 sees that there are updates available, but when you select "Update Now" it checks, says "Downloading Updates" then fails with the 404-28 error.

I have re-downloaded the update files several time to ensure the update files are not corrupted.

I have copied the update files locally to a client PC and changed the UpdateUrl to point to the local folder. The update worked successfully.

I can browse the http folders with IE, Chrome and Firefox from any of my client PCs and download the files via a browser.

The file structure of my file location looks like this: 

http://***.***.***.***/patchmgr/OFFICE365UPDATES/Production/Office/Data/

The data folder holds v32.cab and V32_15.0.xxxx.xxxx.cab and the folder 15.0.xxxx.xxxx.cab. Folder 15.0.xxxx.xxxx.cab contains files i32*.cab, i64*.cab. s320.cab, s321***.cab and two stream.x86 files.

The server that holds the updates has been rebooted a couple of times since we discovered the problem.

Has anyone else experienced this problem or one similar in which you are pulling updates from a web resource?

This problem is resolved.

At some point, I don't know how, the MIME type entry for .DAT files got removed.

Once I re-added the .dat extension and set the MIME type to "application/octet-stream" Office updates are working again!

    BTW, we also saw 30088-28 errors with this issue.

    I found a way to log the Office update process. If I am reading it correctly, the update download gets to 40% before it errors out.

    TaskFactory::TryLoadScenario - Loading UPDATE scenario is successful

    Office has access to it. When you click on File>Account in Word, the Office Updates section is highlighted, and it say updates are available.

    When you click update now, it briefly flashes Checking for Updates, then goes to Downloading Updates, then fails a few seconds after that.

    Also, I can browse the site with any browser, from any PC, logged in as any user, inside or outside our firewalls.

    I believe you are right about it being something on the IIS server side, but I'm just not sure what.

    Based on the situation, we may see the error can be due to the configuration on your shared site in your environment. Please confirm to make sure the Office has access to the server path.

    We suggest you post in the Office 2013 and Office 365 ProPlus forum for further professional help as the issue is relevant to Office deployment.
