Hi, outlook 2016 will not open https rss feeds

For instance

https://blogs.office.com/feed/

I get the below error when adding

The link may not point to a valid RSS source

I can open non https.

I have tried linking to CFL in options, this also does not allow the feed to open.  Is this a MS issue or Outlook Issue
