IRM issue using Restrict Permissions

after opening a word document from oct 2013, removing the restricted permissions (off & on - playing with it to see that it works as i had hoped) i made a number of edits to the text of the document. once completed i tried to add the restricted permissions back "on" and i got the following message.

the original file i used that was successfully using restricted permissions no longer works either.

office365 support couldn't help. they suggested (1st step) posting this question on the community. any ideas???  (my 2nd step is to open a "paid" incident)

i'm using office 2013 locally on my pc, with the file downloaded from our sharepoint site. i've tried using the feature after saving the file locally, but that didn't help.

    If you configure IRM in Office 2013 client applications locally, since our forum mainly focuses on Office 365 for Business online services, I suggest you post a new thread on our TechNet forum for expert help.

    The pasted window didn't "save"... the error message states - "Your machine isn't setup up for information Rights Management (IRM). To set up IRM, sign in to Office, open an existing IRM protected message, or contact your help desk.

    1 & 2 didn't help... that is when I called the help desk, which couldn't help.
