i am on sharepoint 2013 sp1 october 2015 cu enterprise edition,
windows 7 enterprise edition x64 sp1,
ie 10 version: 10.0.9200.17609 | update versions: 10.0.35,
office 2013 professional plus 2013 15.0.4787.100 32-bit.
when i click on the sync button, (for onedrive for business) shown in the image below, i click on it, and it does not respond / nothing happens:

nothing happens. i can click on the "focus on content" to the right of the sync button. for sync, if i click on it the icon multiple times, the pointer icon changes to a hand with the blue circle, however it goes away in a second. i do not get a pop up
that will take me to a screen such as this to synchornize. this is a brand new system and updates have been installed. only the basic image software (work system) have been installed, microsoft office 2013 and windows 7.

i tried this on a read only site and also on a site that i have contribute permissions to, and it is the same result, no prompt to get the onedrive for business configured / installed.

i just talked with a colleague who has the same "setup" however instead of 32 bit office, he has 64 bit office, office 2013 enterprise edition x64 bit professional plus.
i clicked on the link and it shows that i am using onedrive for business / groove - march 2016 update! we updated via wsus our office 2013 professional plus software clients x86 / x64.
on my system, i have office 2013 professional plus x64 bit, and others have the x86 bit version and some x64 bit.

my colleage and i were looking at the ie settings and he has office 2013 profesional plus x64 bit and i have it as well. it works for me! the test laptop that i have is the windows 7 x64 ent ed system with ie 10 and office 2013 proplus x86
the ie add-ons settings, for my colleage, who has office 2013 x64 he only had 32-bit groove site client activex and the laptop i tested on, has only 64-bit groove site client activex - but it's a 32 bit office install!

if this is the case, is there a way to get these back? numerous users in my office environment are experiencing this problem and i can't image reinstalling / uninstall / install / repair would / should be the issue to resolve is.
