Excel 365 Can't scroll when formula is selected.

I'm trying to add additional cells to my formulas on the right under "key" but can't scroll down to select the new cell.  Using the mouse; it just doesn't work at all.  Using the scroll bar; it goes down so far but not even to the end of my entries.  

I have tried:

  1. Scroll Lock - on and off, no difference
  2. Zoom on Roll - on and off, no difference (mouse type is old (5+ years) Logitech M185 wireless mouse, no fancy features)
  3. Selected Cell and pressed F2 - no difference
  4. Edit Directly In Cells - on and off, no difference

Windows 10 PC 

All Updates are Current

All Drivers are Current 

Problem exists with every spreadsheet, new and old.

As a professional who uses Excel constantly, having this type of issue affects efficiency, workflow, time management and many other areas.  I do not have time to go through all the "Options" and forums upon forums to figure this out.  It worked fine in Excel 2003 but now that I'm using 365 there are so many little things like this that I actually want to go back to an unsupported and almost non-functioning (with Windows 10) program.

Does anyone have a solution that I have not tried?  Your help is appreciated.

    Hi, did you had a chance to fix this? it happened to me yesterday I'm on excel 2016 it was working fine and then it stopped scrolling while editing. I've search a lot but haven't found any solution i even repaired excel and its still the same, i cant work with this issue. Scrolling with the bar it not productive for me.

    Here also i am having the same problem. Cannot scroll while editing excel 2016..

    I noticed that if I allow editing directly in a cell, the scrolling works. However, if I don't allow this (which is actually my preferred setting), scrolling while editing in the formula field does not work. This is a very annoying new "feature" they've implemented. I'm on Office365.
