Recently I've been having the frustration of opening my Excel files that are stored in OneDrive and getting the Excel warning banner "UPLOAD PENDING Click Save to retry your upload." When I click Save, I get the warning banner "SERVER FILE UPDATED A newer version is available." I click the "Reopen Document" button in the banner, and I get a warning about discarding my changes. Then, the file opens as Read-Only.
I love OneDrive, except when this happens, and a few months ago I lost my local copy of the OneDrive files and had to recreate the local library folder.
I saw a similar posting of this from 2015, but it's closed now and it's suggestions didn't solve this.
Here's a screenshot of the first step...

I have been waiting for the problem to appear again. It's been working fine for a while now. When it resurfaces, I'll return to this conversation to try the latest suggestions.
The intermittent problems are usually the hardest to troubleshoot.
Thank you for your interest in helping.
Hi FLGeerDad,
OK, feel free to provide the requested information if the issue comes back in the future.

Hi,
The issue that you're experiencing could possibly due to outdated OneDrive app that's causing sync issues. As our initial recommendation, we suggest that you **run the Windows App Troubleshooter**as this can scan issues and will provide automatic fixes. We also suggest that you refer to the methods provided on this page for help to correct the issue:
If the issue still persists, let us know so that we can provide you the next troubleshooting procedure possible.
Followed your link to fix OneDrive sync issues (trouble shooter already run several times - always seems to be a problem with the Windows Store, which I reset each time), Downloaded the "latest" version of OneDrive from the link - turns out I have a later copy installed. Interesting...
I have both business and personal OneDrive systems. The problem occurs on both. And ONLY on Excel.
Sometimes it lets me re-open the document (which I do) and, when back on the screen, then appears to be ok, so I do some work, go to save what I've done and it says it's unable to save the document!
Is Micro$oft re-living its glory days of the mid- to late-90s, when one cock-up was fixed to be replaced by several more? I know whereof I speak - I was in management of IT support in a bank at that time, and a centre of excellence for Excel. In fact, I was vilified in the IT press for daring to ask Andrew Lees (then head of Excel in MS UK) to remind its non-technical users that Excel wasn't perfect (there were some rounding errors that at about 14 decimal places were causing all sort of issues with spreadsheets being created by some of the trading analysts - they asked me to intervene and Andrew and I had a ding-dong in PC Week and Computer Weekly)
This issue has persisted for too long - workarounds are not the answer (not that they actually DO work, and certainly are only temporary fixes as the symptom re-appears not long afterwards). What's needed is a permanent fix to a widely reported and suffered problem.
Hi Bazward,
I understand your frustrations, sorry for the inconvenience it caused. Since this thread has been posted for months, could you please raise a new thread? Our support engineer will look into the issue for you.
Thanks,
Jim
