I upload a PDF file into OneDrive and copy/paste the link into Excel workbook. After that, I can open that PDF file directly via clicking the link.
To disable “Hyperlinks can be harmful to your computer and data” when your user click the link of the file located on his OneDrive, I’d like to suggest you let your user add the URL of the file’s location into Excel’s Trusted Locations to see the outcome:
- Copy the URL of OneDrive. (Https://tenant name-my.sharepoint.com)
- Move to Excel>File>Options>Trust Center>Trusted Locations.
- Check the option ”Allow Trusted Locations on my network (not recommended)”>Click OK.
- Click Add new location>Paste the URL from step one.
- Click OK, close all windows and reopen the workbook to see the outcome.

- Detailed steps about how does your user get the link of the PDF file located on his OneDrive?
- Where the workbook located?
- Does your user meet security prompt info when he adds some links of other PDFs and other types of files?
