I close my antivirus&launching the installer as administrator ,and try again,but also failed.

Given that you have tried the first solution, you can try the second solution.

If it still doesn't work, can you attach your detail file for convenience？
And before you reinstall it, there are some steps you have to do:

Uninstall the existing SQL Server and all the components from the add remove program.
Backup the registry.
Delete the following keys using regedit:
--HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL Server
--HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSSQLServer
Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall and delete all the sub-keys referencing SQL Server.
Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services and delete all the keys referencing SQL Server.
Rename all the SQL Server folders in the computer.
Reboot the machine.

(01) 2021-08-03 12:14:33 Slp: MSI Error: 1402 Could not open key: UNKNOWN\Components\7510101DCAB8C8242AEC21AE1F4B9D4A\E0DECD7172B5A3542B4B4E788B962BA8. Verify that you have sufficient access to that key, or contact your support personnel.

The error is generally caused by insufficient or incorrect permissions on the named registry keys or parent container of such registry keys.
Please see the link I post.
Note: Be sure to uninstall the failed installation cleanly before reinstalling, otherwise it will cause a new error. Then right click the set up as administrator.

Not the all components. Just change the components mentioned in the error of detail.
So it is your component which you need change permission. Just one now.
