Using Office 365.
Cannot export to excel from Quickbooks and other non-Microsoft programs. Excel fails to open when the export command is run from other programs.
How can this be corrected?

Given that both machines are using identical Office versions based on the screenshots and since it's the laptop that's having the problem(s) - some more specific questions/suggestions
#1 - Would the laptop happen to be a (relatively> new machine (post Jan/Feb 2018)? If yes, it likely would have had the trial Office "Store" version installed.
#2 - If answer to above is yes, go to WIndows Settings --> Apps -- Apps & Features --> scroll down until you find <Microsoft Office Desktop Apps> - click on it --> Uninstall
#3 - If Step #2 applies, while not required, would strongly urge you to to do another repair of your current Office install just to make sure everything is set correctly
