Using VBA to Add Wheel Scroll Ability While Looking at Field

I have a text field that contains a lot of text. I want to be able to use my mouse scroll wheel to scroll up or down. But this is not a feature support in Access. Can I use VBA to get it done?

    I used to use Mr. Pineault's VBA for this. However, it would appear that it no longer works. I receive this error each time I attempt it now.
