Visual Basic option is grey

Hi,

In Visual Basic, under Tools, the References option is greyed out.   I need to choose it--- how do I fix it so that I can choose that option?  Thank you.

    I typed Word into the Start menu, held shift + Control then Enter.  It opened Word and told me that Macros had been disabled, which then does not let me step into a Macro at all.   Oh, but it did let me click on Edit, and now References is clickable.  Thank you so very much!!!

    If you close all Word files and from the Start menu open Word as administrator, the issue persist?

    Restarting does not fix the problem.  Any other ideas?
