Excel right click "insert row" missing

I have checked all the advanced features to make sure I am including the options for excel.  Last week I noticed that when I right click, I no longer have an option to insert rows, columns in excel.  I can use the Tell Me feature at the top of the excel page and type in "insert row" and it will do it, but I really want to have the right click option back.  It is not greyed out, it just is no longer an option in my right click menu.  Using excel 2019, Windows 10.  Any other solutions?

    The second being right click a cell and select insert entire row

    I am still facing the same issue. Insert option shows in grey as inactive on using right click on a cell...

    Still not able to fix it.
