Try this
convert the data to a table by pressing ctrl+t, by default table name will be Table1
use the following formula
b17:=SUM(IF(YEAR(TODAY())=YEAR(Table1[Period]),Table1[Target]))
c17:=SUM(IF(YEAR(TODAY())=YEAR(Table1[Period]),Table1[Actual]))

In cell B17, enter this formula
=sumif(C3:C14,<>,B3:B14)
In cell C17, enter this formula
=sum(C3:C14)
