I am trying to find out if EWS is built into the M365 F3 license?

The last documentation that I could locate stated that it was included in Office 365 and Outlook, but that was from 3/2015. I can see that it is specifically notated in an Exchange Plan 2 add on. But is this inclusive of all of the Office products that provide Outlook at this point?

Based on the clues I see from the documents available, M365 F3 license doesn't support EWS application but support EWS connectivity for EWS application impersonation.

According to the full subscription comparison table mentioned in this article, M365 F3 licenses come with the Exchange Online Kiosk service plan enabled:

Then from the table in Feature availability across Exchange Online standalone plans, EWS application support is not included in Exchange Online Kiosk, but EWS connectivity for EWS application impersonation is supported:

I am specifically looking for M365 F3. O365 F3 typically has variances that are significant enough warrant separation in a variety of categories. I am also stumped when I saw this specific mention of M365 F1, which seems to infer that the service is provided in M365 F1, which doesn't even provide Outlook.
