"Send to" function (SharePoint Server 2016)

Hi! My issue was trying to figure out the most efficient way our team could transfer documents from a SharePoint site that will be retired to a new page. I realized that "move to" and "copy to" were not available with my version of sharepoint, but I do see the "Send to" function. When I click on a document send to is available, when I select a folder however send to gets greyed out. Is there a quick way to transfer documents or do you basically have two slower options of either doing "send to" for individual documents one by one, or downloading documents and uploading them to the new page? Thank you!
