MS Excel freeze both top row and first column

Hi,

whenever I try to freeze both top row and first column together it does not work. If I freeze top row it works and then when I freeze first column then top row does not remain froze but first column and vice versa.

But same thing if done programmatically say using python then it works perfectly fine and both remains froze.

So this seems like a bug and need to be fixed.
