I have a new Win10 PC that came preinstalled with Office 365. However, this user only has an F3 license and must use the cloud apps. I removed the local apps, then ran the SARA app to complete cleanup remnants. I can successfully logon the user to office.microsoft.com. But when I click on a spreadsheet, or use 'open with' and point to Edge, it simply downloads the file. If I click on the file from the downloads link, it downloads it again. I have confirmed the "Open Office Files in the browser" option is enabled. I have repaired and reset Edge. I have confirmed Edge is the default browser. I have installed the Office Extention in Edge. Nothing seems to change. For the record, I have the same behavior in Chrome if I use "open with". What needs to be done so the user can click on a file and have the spreadsheet open in Edge?

Placing the files in OneDrive had no effect. The files are continually downloaded but are never opened.
Any other ideas?

As we have learned from our previous conversation that Office extension uploads files to OneDrive for business before opening in browser, may I request suggesting affected user to check the following settings in his/her OneDrive for business account?
In case the issue continues, **** in this scenario, we will suggest you please contact your tenant admin to create a support ticket to Microsoft. We really want to help but we don’t have any resource or escalation channel to escalate this case further. Sorry for not being able to help here.
Once you reach the assisted support for the request, they will help you find the root cause. The support team over there have higher permission than us, they can also contact the related team if necessary. To create support ticket, admin can go to Microsoft 365 Admin center>Support>New service request. You may also refer to Contact support for business products - Admin Help.
