    Hi @J-3804 ,

    Welcome to our forum!

Do you receive any error or prompt when you are able to access Outlook?
And when this issue occurs, can you successfully access programs or software that require networking other than Microsoft products?

According to your description, I noticed that your user is on a satellite connection. To further confirm whether the problem is related to the network, when this issue occurs, it is recommended that you could search freely on your browser or run other software that needs to be connected to the network to check whether it can work normally.

In addition, in order to check whether this issue is related to Outlook client, please log in to your web mail to check whether it can be accessed normally. If webmail can run normally at the same time, considering the impact of some add ins, It is suggested that you could try to start outlook in safe mode(win+R>type: outlook /safe) to check whether it works normally.

Hope to help you! Any updates about your issue, please feel free to let me know.
