Problem Activating Office 2019 pro plus when also have Microsoft 365 subscription

we purchased 6 license for office 2019 pro plus. On our MS account shows 2 license are available. we also have a subscription to Office 365. no mater what I try, Office 2019 will change to office 365 the second I log onto our account to finish the activation. I've tried every MS solution from the forums. 4 of our users have no issue and their install remains office 2019 pro. however the remaining two license can not be used. when the user choose to put in the serial, office states getting things ready, windows flickers and bam much to my chagrin we get Office 365! ?????? MS makes using their products so difficult to use, as in to regards to once you having an issue, it slowly transitions from a nag to a catastrophic issue. we are currently exploring other alternate Office products. syncing issues with outlook is bad enough, but being forced to use one product over another by MS's choice is very over reaching on MS's side. today after downloading the Teams app to discover it was infected with the "Black List" Trojan may have been the straw that broke the camel's back for us with MS.

As you are using the volume license version of the Office applications, I'm afraid that our category may have no enough resources on the volume license related issues and questions.
