Cannot copy file between SharePoint sites

When I try to copy from SharePoint site1 to SharePoint site2, using either SharePoint's Copy To option or a Power Automate flow, I get the following error:

However, using File Explorer I can successfully drag and drop from OneDrive to site2.

As I am trying to automate this in a Power Automate flow using replace, File Explorer isn't the solution I need!

The file is password protected and has hidden sheets - I can't imagine this should be an issue however.

Advice gratefully received!

    Apologies for the inconvenience caused and please don’t worry, let’s work together on your concern and move towards a resolution path.

    I understand your concern and to my knowledge and test, when we Copy the file from one site to an another SharePoint Online site, where it already contains the same file name as the file that need to be copied, SharePoint Online will prompt with the following UI either to replace or keep both:

    Since you mentioned you are having the same issue either when using the Copy to function or via Power Automate flow prompts you with the can’t copy error, I believe this problem need to be further checked with the related development team because there is no any related service incident at the Microsoft end, and issue is not related to the password protected Excel workbook as well. So, I suggest you raise a support ticket from the Office 365 admin center, where the related team will investigate the problem further by collecting the HAR logs.
