We notice that some users reports the issue on our forum as well and it may be an online service related issue on your tenant as OneNote for the web also has some sync issues at your side. Some users reports that they are experiencing Error code: 0xE0001462 bukxq 19999 on the sections and other users are experiencing the E0000057 bhhdz error code.
I'm afraid that there may be nothing you can do at your side and the issue may need to involve our related team to investigate some network trace at your side and be fixed at their side directly.
If you aren't the administrator, I suggest you contact him and let him go to the Microsoft 365 admin center to check the Health tab to see whether there is an incident related to the notebook sync in your tenant. If yes, the issue should have been being investigated by our related team and will be fixed finally at their side. You just need to keep close eyes on the latest updates there.
If no, I suggest you let the administrator follow the steps in Get support - Microsoft 365 admin | Microsoft Learn to open a support ticket to our related team as soon as possible so that they can provide the live-chat or the phone support further with more resources.
