Intune Firewall Rule Not Functioning

I am trying to use Intune to create a firewall rule that allows ftp.exe out. The rule is appearing, although not functioning. When I manually add the rule to the firewall on the device, the device is able to use FTP.

Here is the rule in power shell:

Name : xxxx

DisplayName: Allow FTP.exe Outbound Test

Description:

DisplayGroup:

Group :

Enabled : True

Profile : Any

Platform: {}

Direction: Outbound

Action: Allow

EdgeTraversalPolicy: Block

LooseSourceMapping: False

LocalOnlyMapping: False

Owner:

PrimaryStatus : Inactive

Status: The rule was parsed successfully from the store. (65536)

EnforcementStatus : OptimizedOut

PolicyStoreSource: Mdm

PolicyStoreSourceType : Mdm

RemoteDynamicKeywordAddresses:

PolicyAppId:

PSComputerName: "xxxx"

How do I proceed on troubleshooting the Intune Endpoint Security Firewall Rule?
