Office 365 photo visibilty to and from external organisations

I am wondering if there is a possibility for a organization (in Office365) to be able to view external organizations senders profile pictures in Outlook? Or is federation between tenants a requirement? Today they can only se the initials.

    No, because the pictures are in Azure. not in the email. The external user would need to add the picture to their own contact for that sender.
