I'm dealing with a very strange problem right now. Whenever I tried to import data into my workbook either from text or web and so on, it didn't work at all. Sometimes there would be a warning window jumping out saying that '' Excel should be reinstalled or repaired" as image 0 below showed, and sometimes " Power Query wasn't able to start and Excel should be restarted" (image 1). So far I have not only completely reinstalled my Office tools many times, but also restarted Excel over and over, at the same time I also tried to open Excel in a safe mode, BUT it still didn't work, I mean importing data is still impossible. I've also tried to solve it by setting Excel Option - Data, but I found that whenever I tried to check the option of "Enable Data-Analysis add-ins Power Pivot"(image 3), it warned me again saying add-ins can't be enabled(image 4).
I've been struggling to handle this for one day but still couldn't figure out why this happened and how to solve this weird problem, which is very frustrated cuz I've been taking Excel lessons recently and in these days we are learning the data part but I can't even import the data at all right now. That's terrible. If someone could help me with this, it would be very helpful. Thank you very much in advance!!

Have you tried OffScrub tool?
If issue persist, I'd suggest you create a support ticket to Microsoft.
Please contact your admin/IT department create a support ticket via Microsoft 365 Admin Center> Support> New service request. Support team there will have the correct channel and resources to help you investigate more and find what exactly the reason has caused this situation.
