authenticator app transfer

I have a new phone and want to transfer my old phone authenticator app details without doing it manually. When I install authenticator on the new phone and click on recovery i get 'unable to recover your back up is not stored with 'email' try singing in to a different personal microsoft account'. It is simply not true. on the old phone i have clicked on cloud back up in the setting and underneath it says recover account 'email' (obviously my hotmail address). Please help if you can.
