MACRO Enabled Workbook has inactive INSERT Tab and Insert button icon function on developer tab is greyed out

I have an excel 365 Macro Enabled Workbook which is shared between 8 to 9 people. Every 2 months there is an issue that BUTTON which i have made and connected with the MACRO becomes inactive. If I run the MACRO manually then it works. But INSERT Tab and the INSERT Control Function on the DEVELOPER TAB are greyed out.
