Cannot sign up for E5 Office Developer Subscription

I am trying to sign up for Microsoft Office Developer Edition and at the phone number step, it is showing the attached error.

I've found several threads related to this issue where the general solution was to change the Wifi, browser, clear cache which I've done already. I've also tried several phone numbers and all of them have same issues. All of these numbers have not been previously registered.

Can anyone please help me with this?

    As you can see the issue was out of my scope, so I had to redirect you to the right direction but since you are still looking for answers, so I got some information which I am forwarding to you from another team. I hope the effort will be helpful for your situation.

    Per checking with our backend team, I confirmed that E5 developer from Developer program channel is no longer available. Developer program Team have taken immediate action to block developer tenant acquisition for any new member and existing ones who does not have a valid/paid Visual Studio subscription.

    As of Jan 24th, only customers who have a paid VS subscription (the only customers for whom we have 100% confidence in their qualifications) can acquire a tenant via the program; all other accounts have been blocked.

    If you want to continue request E5 developer subscription, we suggest you sign up from Visual studio and activating the M365 Developer Subscription (E5) Benefit in Visual Studio Subscriber portal (https://my.visualstudio.com).

    Since we are not able to provide you E5 developer from our end please visit this site to purchase your required subscription. If you face any issue while purchasing, please follow the instructions to raise a service request and share me the service request number

    Hi Nazmun Nur,

    I contacted the technical team and all they asked to me to do is find a number that works. I've tried several phone numbers but still that issue persists. What should I do next? I am getting delayed in my project due to this.

    Hi Nazmun Nur,

    Thank you for your response. I'll contact the global service as soon as possible. But the steps that you've listed, I've already performed them. Also, it's not just about this number. I've tried several other phone numbers. Moreover, I've no reason to think that my phone number should be flagged because I haven't used this number anywhere in Microsoft.
