Unusual Document Upload error when replacing existing documents in SharePoint 2019 on-prem

This is happening on an on-prem SharePoint Server 2019 website that we host for a client. Users cannot upload an existing document with the intent to replace with a new version, using any method.

We can still open documents from the site, make edits, and save them, and we can still upload new documents to libraries on the site with no problem. This only occurs when uploading a document with the same name as an existing one.

I can't seem to upload a screen shot of what we see, so I'll try to describe it. The only error we see is in the upload progress section of the library toolbar. The icon appears as the round upload progress arrow with a red X over it (similar to what you would see when there are sync errors in OneDrive). There is a white diamond graphic at the bottom, as if a dropdown menu is attempting to display but failing. Once this occurs, the entire document library toolbar becomes locked and the only way to take any further action is to refresh the page or navigate away and back to it.

I've been searching online to see if anyone else has had this issue, but with no luck. It's becoming more and more difficult to find support articles related to on-prem SharePoint.
