Microsoft servers tagging emails with wrong country code

A few days ago, we discovered that specific emails were being trapped by our geo-blocking rule, because they are tagged as originating from a German IP address. This would be fine, except the CIP address is actually from the US. It appears that, just a couple of weeks ago, the header went from this:

X-Forefront-Antispam-Report: CIP:192.254.115.42;CTRY:US

To this:

X-Forefront-Antispam-Report: CIP:192.254.115.42;CTRY:DE

I have tried reaching out to Microsoft to look into why this is happening and they have ignored me completely. They summarily close any ticket I open with an automated (and condescending) message about how this is happening because we have geo-blocking turned on.

I have also tried calling, but every automated number I can find hangs up on me. The system tells me it's because the phone number I'm calling from isn't affliated with my admin account, which is untrue. (It is also a MS Teams Phone number that I've had for 6 months, so yeah.)

Anyone out there have any ideas on how I can get MS to do their job?

    Yes, I am aware of the ticketing option. As I stated in my OP, I have tried that multiple times but MS's automated system just closes the ticket because we have geo-blocking turned on.
