Endless Authenticator Loop Can't Login

I just bought a new phone and am trying to setup my Outlook app. When I attempt to login, I'm directed to Open Authenticator app to continue. When I do, I'm then directed to enter the code displayed in the Microsoft Authenticator app--but I'm already in the Authenticator app. There's no code that pops up for me to enter. When I attempt to sign in another way by having the app text me, no text message comes through. I've tried restarting my phone, ensuring do not disturb is off, allowing notifications, etc. It's this endless loop and as the administrator to the account, I can't login to my Microsoft 365 account on the computer either. When I call support, it tells me to create a ticket online which I can't do either because I can't login due to the Authenticator not working. How do I get this fixed??

    Regarding the issue only phone support can help and ask them to escalate your issue to the data protection team. While phone call, press "1" as a business email user and press "1" again as technical support. You also need to provide your subscription purchased information such as company name, billing information, phone number etc. See: https://learn.microsoft.com/en-us/microsoft-365/admin/get-help-support?view=o365-worldwide#phone-support
