Excel sheet says "[Datasource.MissingClientLibrary] Loading assembly file.... failed for data source type SQL"

This is for a staff member who has had an excel sheet shared with her. It is downloaded onto her device. She goes to refresh it to see updated information on the sheet but receives the message "[Datasource.MissingClientLibrary] Loading assembly file.... failed for data source type SQL"

    I'd suggest you create a support ticket to Microsoft for such issue. Without environment at hand, it is hard to troubleshooting SQL connection error.

    Please contact your admin/IT department create a support ticket via Microsoft 365 Admin Center> Support> New service request. Support team there will have the correct channel and resources to help you investigate more and find what exactly the reason has caused this situation.
