where do we install the exchange server 2019 cals ? how do i know if my cals are all used ?

As far as I know, Exchange CALs don't get installed anywhere. You just need to make sure the Exchange Server product key has been entered in your Exchange server, see Enter your Exchange Server product key. And below is a thread which discusses a slimiar question for reference:

i have 2 hyper v running in active passive (hyper v replication). should i also buy exchange license for the passive server knowing that the VMs are always down until the main VM are down

According to this blog (It's about Exchange 2010, but the basic concepts about liscening can be applied to Exchange 2019 as well.), no matter it's a physical or virtual server, a Server License is required for installing Exchange server:
So yes, you would need to buy Exchange server license for the passive server as well.
By the way, instead of using hyper-v replication, deploying DAG is the more recommended way for high availability.
