If you see this issue when sending from Outlook for iOS or Outlook for Android submit a ticket from the Outlook Mobile App. The mobile team had some cases with this issue in the past week and got escalated and is supposed to be fixed now. A new fix was released last night so you might test again today and double check if you still see the issue.
