Can't set up authenticator

I have a personal microsfot account (hotmail.com). I would like to add authenticator to my account. I must have had it previously because when I try to add it I am asked to verify the request on my authenticator app. But I do not have the hotmail account on my authenticator.

I therefore can't get authenticator because I don't have it. How do I reset this so I can reinstate my authenticator account?
