Because this case is very sensitive process and also associated with the data security of users and Business tenant. This entire case can be verified by a dedicated support team from the backend resources. But at least we can try to provide the necessary direction for your mentioned scenario.
According to your description, before moving forward, may I please just know if there are multiple global admins available or you are only one global admin in your organization.
For example: if there are multiple global admins available, other global admins can help to reset password of another user's global admin account from admin center.
Furthermore, if you have enabled "Let users reset their own passwords" settings option, you may try to reset password as per this official document Reset passwords - Microsoft 365 admin | Microsoft Learn

If you are only global admin and if you cannot reset password for some reason. For your given situation, you will have to contact to Microsoft's specific support team via using Phone support resources, they will further help you from the backend side.
Because, this admin account password reset related scenario will be handled by Data Protection team. Our Phone support team may help you to escalate this situation to appropriate team (i.e. Data protection team) via opening case request.
For this sensitive case, standard process will be required from the Data protection team, and this team may take few days to perform their confidential and standard process with necessary protocol.

Note: Phone support may ask for subscription, domain, phone number or alternate email address for verification process.
