Manual calculation causing lines through certain cells in excel (not formatting related)

I always use manual calculation for excel and have never had an issue before but now there are certain cells throughout my workbook with lines through them. It looks as if strike through formatting is applied to these cells however it is not. There is also no other formatting or conditional formatting causing the issue, as I have cleared formatting and the line is still there. The only thing I have been able to figure out is that when I turn on automatic calculations the issue appears to go away but as soon as I turn manual or partial calculations on the issue returns. There are circular references in the workbook and I do have a circuit breaker in the model and iterative calculation enabled. I have also asked a co-worker to open the same version of the model and he has no issues with it, so it must be an issue with my excel. Any help here would be greatly appreciated.

    Go to Formulas > Calculation Options > untick Format Stale Values
