Unable to access Microsoft 365 Developer Program account after old phone died

My old phone died and when I went to add the authenticator app to the new phone - I can't sign in with my developer program account. I'm getting a bill for the usage to my main email account, but unable to login to the domain at all to do anything. I can't open a ticket - as I can't login.

Not sure what to do since I can see my account information on the Microsoft 365 Developer Program dashboard - but that is all I can do. Thank you for any help.
