HTML code on Sharepoint Webpage

Hi team, i hope you are well. I am about to create a sharepoint web page. However, i am trying to see how i can adjust my page by using html code or any other programming language. I saw the SPFx but it adjusts a specific web part but i would like to adjust the whole page. Is that doable?

    As usual, Msft's messaging is confusing and unclear-I read that and have no idea what impact that change will have. Can someone from Msft give us an explanation in PLAIN ENGLISH, not garbled techno-babble? No one cares about what's going on behind the scenes, only what affects users. It's not that difficult-just answer the question:

    WILL THE MODERN SCRIPT EDITOR CONTINUE TO WORK?

    Yes, all the other added webparts show up and still work. Only the modern script editor webpart is not working.
