I'm sorry to hear that you're experiencing problems with subscription cancelation and tenant deletion. Based on the information you provided, it seems the subscription you have is a New Commerce Experience subscription, which can only be canceled from the Microsoft billing support team when it passes 7 days self-cancelation window.
As we are moderator from Microsoft Community, we do not have permission to view your account and cancel your subscription. It is suggested that you create a support ticket in your admin center since you couldn't reach them on phone.
You can go to Help & Support section in the bottom right corner to create ticket. Normally, support engineer will connect with you within 8 hours. For more details, please check Get support - Microsoft 365 admin | Microsoft Learn.
