Email Account randomly blocking specific sender

Question

Hi. Several months ago, my live.com email account began blocking messages from our school district. I have added the email address to my safe senders list, but still no emails. The district told me to contact my email provider, which, other than this forum, I have no idea how to do. Any suggestions? TIA
