I am sorry to hear that you are experiencing issue with purchasing Microsoft 365 business package.
Based on the research, the error probably occurs when there is something wrong with the credit card or error on the admin portal
Please kindly try to use a different admin account to make a purchase, and if it is possible, please use a new credit card when checking out. Meanwhile, please try to use an InPrivate mode when you are logging in Microsoft 365 admin center.
If the issue persists, please create a support ticket to Microsoft billing support team and they will collect some advanced information, such as PSR and logs from the admin center and escalate to backend team for further investigation.
