Excel will not sync with Forms

I am having issues syncing an excel file with a form. I make the files and form and sync them and will get no error. Then when I fill out the form, it populates fine how I want it to with no error. But as soon as someone else fills the form or accesses the file I get a "Can't sync with Form Please restart Excel or try again later". It has not worked for a while now I have closed everything and started from scratch 3x and still have the same issue.
