Whenever I attempt to export the users report from the Admin Center, it downloads a blank report. Could someone please assist me with a PowerShell command to export the same report?

    Hi Vishal Prajapati3

Good day. Hope you are doing well.

After checking internal resources, this issue is caused by a service incident: MO1037623. Here are the latest update from the backend engineering team.

Title: Admins can't successfully export Active User report data from the Microsoft 365 admin center
User impact: Admins can't successfully export Active User report data from the Microsoft 365 admin center.
More info: The .csv file is missing the user data and only contains column headers.

Scope of impact: Your organization is affected by this event, and this issue prevents admins from exporting Active User report data from the Microsoft 365 admin center.

Start time: Tuesday, March 18, 2025, at 4:00 PM UTC

Root cause: A recent configuration change to the data pathways responsible for exporting Active User report data introduced an error that's preventing files with large numbers of users from exporting, leading to impact.

Current status: Microsoft has developed a fix to resolve the error and repair this issue. Our fix is deploying more slowly than previously anticipated. We're aiming to provide a new timeline for deployment and remediation in our next scheduled communications update.
