Cannot receive 2FA push notification

I have changed a new phone and added the school account in the authenticator app, 2FA push notification is needed when i want to connect to school VPN, but my new phone can never receive the push notification, and now i accidentally deleted my old phone authenticator app, and I have no way to receive the 2FA push notification now. I have tried removing and readding the account, restarting the device, wifi connection all good, but nothing helps.
