I am trying to do sizing for 4 Azure vms and each vm have 4 disks.
my question is it mandatory to have storage account in order to have multiple disks per vm or this is irrelevant ?
First, when you create a VM a Storage account is automatically created to store diagnostic logs.
Second, Additional data disks can be added to VM and are not relevant to the storage account. In this case, if you enable backup for VM, a snapshot of the VM is stored as a page blob in Containers of the storage account.

Hi DCSKW, storage account does gets created when creating a VM for diagnostic logs, but to attach additional disks, I think there is no need to have separate storage account.

The storage account is automatically created when you create the VM. You can use it to add multiple hard drives.
