- You could try check Regional Settings: Go to Settings > Time & Language > Region in Windows. Ensure the region matches the country of your payment method.

If the above steps do not resolve the issue, you need to raise a ticket to the billing team through the Microsoft 365 Admin Center. This is the most effective way to get specialized assistance for billing-related issues.
- To raise a ticket: Sign in to the Microsoft 365 Admin Center from https://admin.microsoft.com/#/support/requests > Go to Support > New service request.
The support team over there has higher permission than us to investigate the issue from background, they have more resource and correct escalation channel in handling this kind of issues. This would be a more efficient way in handling the case for you.
