Based on your description, I understand that you are having issue with SharePoint that cannot use feature "Open in app". For better assist, please kindly let me know:
- May I ask if you could download the file to your local drive and try opening it manually to see if it works?
- Do you have the OneDrive desktop application installed on your computer, and has it synced the data from the web to the app?
- Is your browser configured to allow pop-ups and redirects in your browser? (Below is Microsoft Edge).
- Open an incognito browser window and try selecting "Open in app" for that file, then check if it works.
