Unfortunately, Outlook's message recall feature is not possible for recipients outside your organization. The feature is designed to work exclusively within the same Microsoft Exchange environment. This means that once a message leaves your company's server, you cannot retract it.
As confirmed by Microsoft:

Since you're using Outlook Web and Outlook.com, here are some alternative options you can consider:
- Send a follow-up email: The simplest approach is to immediately send a new email politely asking the recipient to disregard the previous message and providing any corrected information.
- Enable Undo Send: This feature allows you to cancel a message immediately after you hit "Send." To enable it, go to Settings > Mail > Compose and reply and set the delay to up to 10 seconds.
- Delay Delivery (Outlook Desktop Only): If you also use the Outlook desktop application, you can schedule or delay sending emails. This gives you time to review or cancel them before delivery. To set this up:
- When you are composing a new message, go to the Options tab.
- In the "More Options" group, click on Delay Delivery.
- In the "Properties" dialog box, under "Delivery options," check the box next to Do not deliver before.
- Select the date and time you want the email to be sent.
