Microsoft 365 Developer Program: Unable to Provision Sandbox Subscription for OneDrive OAuth Testing

In the Microsoft 365 Developer Program, there is an issue with the provisioning of the Microsoft 365 E5 developer sandbox subscription needed for testing OneDrive integration in a Chrome extension that exports GitHub repositories to various cloud platforms.

The developer profile has been updated to reflect the relevant technologies (Microsoft Graph, OneDrive, OAuth) and Visual Studio Dev Essentials has been activated. Despite these updates, the sandbox subscription has not been provisioned, and live support was unable to provide assistance.

Is there any way to review the account and enable the sandbox subscription for testing?
