system settings wont open

System settings won't open. I am unable to update my Windows or change my Bluetooth or Wi-Fi settings. No error codes are popping up. Please advise.

    Thank you for the information. Let's first check for corrupted system files.

    Click Start, then type cmd.

    Right-click on "Command Prompt" and select "Run as administrator".

    In the Command Prompt window, type:

    sfc /scannow
    

    Press Enter.

    Wait for the scan to complete. It may take several minutes.

    Follow any instructions shown after the scan finishes.

    Next, open Command Prompt as an administrator again. In the Command Prompt window, type

    DISM /Online /Cleanup-Image /RestoreHealth
    

    and press Enter.

    It's unfortunate to hear that the solution proposed is not working for you. Let us continue working on more solution in this. Before we proceed further, may I know if you are able to open the setting through an alternate method? Here is a few methods you could try:

    • Press Windows + I to open the settings.
    • Press Windows + R to open the run commands. Type "ms-settings:" and press Enter. If none of these works, let try the steps below to see if it can fix the settings.
    • Restore Windows to a previous version.
      If you have created a restore point where the settings still work. You can restore the computer to that point.
      • Type "Recovery" on the search bar and press Enter.
      • Select "Open System Restore"
      • Select the restore point (If any) and click "Next"
      • Click on "Finish" and check if the issue persist.
    • Register the settings app again via Powershell
      • Type "Powershell" in the search bar and select "Run as administrator"
      • Type this command and press "Enter": PowerShell -ExecutionPolicy Unrestricted -Command "Add-AppxPackage -DisableDevelopmentMode -Register "$Env:SystemRoot\ImmersiveControlPanel\AppxManifest.xml"
      • Check if you can open the Settings app now.
    • Reinstall the settings apps using Powershell
      • From the Powershell app, run this command to reinstall the Settings apps: PowerShell -ExecutionPolicy Unrestricted -Command "Add-AppxPackage -DisableDevelopmentMode -Register "$Env:SystemRoot\ImmersiveControlPanel\AppxManifest.xml"
      • Check again if it fixes the issue.
    • Reenable the Settings via Registry editor

    • Type "Regedit" on the searchbar and press Enter
    • Navigate to this path:

    Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

    • Right click on the right panel > New > DWORD (32-bit) value
    • Name the created DWORD entry "NoControlPanel"
    • Double click on the entry and change the value to 0 and click "OK"
    • Restart your PC and check again.

    Perform an in-place upgrade
    This will reinstall Windows while keeping all of your files and Apps, which can replace any corrupted system files.

    • Go to this official website and download the ISO files for Windows 11.
    • Once the ISO file is downloaded open it.
    • Accept the license agreement.
    • You will be taken to a ready to install page. Please make sure "Keep personal files and apps" is checked.
    • Click "Install" and follow the prompt if needed.
